    Palestinian Central Bureau of Statistics" PCBS" Releases a Statistical Report about Domestic and Outbound Tourism, 2009

    Palestinian Central Bureau of Statistics" PCBS" conducted a specialized household survey of domestic and outbound tourism 2009, with a sample of 7,772 Palestinian households.

     

    The results of the survey indicated that 38.1% of households in the Palestinian Territory took domestic trips during the year 2009, of which 33.9% in the West Bank and 47.9% in Gaza Strip.

     

    In the West Bank, 31.1% of the households that took trips visited Jericho                      and Al-Aghwar governorate, while 20.4% visited Tulkarm governorate and 15.0% visited Nablus governorate.

    WORLD BANK APPROVES $2 MILLION FOR NGO DEVELOPMENT IN THE WEST BANK AND GAZA

    The Palestinian NGO IV project is designed to strengthen institutional capacity and improve the quality and sustainability of social-service delivery.

    Washington, July 8, 2010 -- The World Bank Board of Directors approved today a grant of $2 million to support NGOs in the West Bank and Gaza. The Palestinian NGO IV project supports groups providing valuable services and advocacy for the poorest Palestinians. The grant is part of the World Bank’s efforts to engage with civil society and support community-based initiatives.

    The main results of the forteen round of Transport Survey- Outside Establishments Sector in the Palestinian Territory 2009

     

    10,791 operating vehicles that employ 11,656 persons

     

    The Palestinian Central Bureau of Statistics (PCBS) released the main findings on the Transport Survey- the informal sector 2009 in the Palestinian Territory (involving land transport for both passengers and goods carried out by vehicles not belonging to permanent economic establishments). Data collection took place during the period 25/1/2010 – 15 /2/2010. The survey results along with the results of the formal transport sector survey 2008, reveal a comprehensive profile for transport activity.

    WORLD BANK PROPOSES $55 MILLION IN NEW FUNDING FOR PROJECTS IN THE WEST BANK AND GAZA

    In addition the Bank's Board of Directors approves two new projects and reiterates its support for ongoing programs.

    Washington, June 24, 2010 -- The World Bank Board of Executive Directors approved today a proposal to provide $55 million in funding for projects in the West Bank and Gaza (WBG) to support Palestinian economic recovery and development.

     

    The funding will be channeled through the Trust Fund for the West Bank and Gaza and will support projects in water and sanitation, land administration, social services, NGO development and public sector capacity building. A central component is designed to shore up the Palestinian Reform and Development Plan (PRDP.)

    The Palestinian Authority and the European Union are launching a new payment of social allowances to over 49,600 vulnerable Palestinian households in the West Bank and Gaza.

     

    On Saturday 26 June, the Palestinian Authority and the European Union are launching a new payment of social allowances to over 49,600 vulnerable Palestinian households in the West Bank and Gaza. For West Bank beneficiaries, this represents the first payment under the newly-established "Palestinian National Programme for Social Protection Cash Transfer Programme" (PNPSP CTP), which targets Palestinian families in extreme poverty. This is the result of the Ministry of Social Affairs' leading efforts to reform its cash assistance scheme towards greater efficiency and transparency. The funds for the payment provided by the European Union reach a total amount of over €10.2 million. 

    The assistance takes the form of cash allowances and will reach 49,672 families in need. The level of benefits paid to eligible beneficiary families in the West Bank is calculated on the basis of household size and welfare status. The 26,976 beneficiary families who live in the Gaza Strip, will continue to receive an allowance of NIS 1,000 per household.

    European Union contributes to Palestinian salaries and pensions

    June 07, 2010- The European Union made its sixth contribution this year to the Palestinian Authority's payment of its civil service salaries and pensions, both in the Gaza Strip and the West Bank. This is part of a €158 million support package to be paid out in the course of 2010 through the EU's PEGASE[1] mechanism. The contribution benefits civil servants and pensioners, out of which more than one third are in Gaza, and help to ensure the basic delivery of public services by the Palestinian Authority. 

    "Let me reiterate again that we remain strongly committed to the Palestinian people and to the Palestinian Authority as they strive to lay the foundations of the future Palestinian State," said the European Union Representative Mr. Christian Berger.   

     

    PEGASE channels EU assistance to help build a Palestinian State, in accordance with the priorities and needs identified by the Palestinian Authority in its three year reform and development programme (PRDP). Launched by the European Commission on 1 February 2008, it is the main financing mechanism of the European Union. As well as helping the Palestinian Authority to meet a substantial proportion of its running costs, European funds support major reform and development programmes in key ministries, to help prepare the Palestinian Authority for statehood in line with the plan proposed in August 2009 by Prime Minister Salam Fayyad.

    European Union contributes €21 million to help the Palestinian Authority maintain basic services through regular payment of salaries and pensions

    May 10, 2010 - Less than a month after a World Bank report called for improved sustainability and predictability of financial support by the donor community to the Palestinian Authority, the European Union is making its fifth contribution this year for the regular payment of Palestinian civil servants and pensioners in the West Bank and Gaza Strip. This contribution of NIS 103,812,384 (€21 million), channelled through PEGASE, the European mechanism for support to the Palestinians, will benefit 80,576 civil servants and pensioners.

    The Palestinian Central Bureau of Statistics is pleased to release the main findings of the Hotels Survey for the year 2009.  This release provides the most important indicators of the Hotels Survey such as the number of guests, average number of workers, occupancy rates, and other main indicators.

     

    The number of hotels operating in the Palestinian Territory as of December 2009 was 100 hotels with 4,552 rooms and 9,815 beds. Of these hotels, there were 34 hotels in the Jerusalem governorate with a total of 1,483 rooms and 3,263 beds.  The results showed that the total number of workers in the Palestinian hotels during 2009 were 1,514 employee of which 15% were female workers.

    "Better lawyers, better justice" – the European Union extends its support to the Palestinian Bar Association

    Ramallah – The European Union Representative, Mr. Christian Berger, and Chairman of the Palestinian Bar Association, Mr. Ali Muhanna, today formally launched the EU's activities to support the Palestinian Bar Association until 2012.  These will be provided by the €4.7m Seyada 2 project, "Empowering the Palestinian Judicial System", ‍‍funded by the EU.

    At their joint press conference, Mr. Berger emphasized the importance the EU attaches to developing the Bar Association.  "Better lawyers means better justice", said Mr. Berger. "It is only logical that the European Union's Seyada 2 programme does not only support judges and prosecutors.  Professional lawyers are part of the foundation of a functioning legal system and vital for our efforts to help build a Palestinian state, which ensures the rule of law for all and is accountable to its citizens".

    "Hundreds of Palestinian families to benefit from much needed job opportunities in Hebron Governorate”

    April 21, 2010- Palestinian Territory, the international humanitarian organization Action Against Hunger (ACF), in partnership with the Union of Agriculture Work Committees (UAWC) and Dura Cooperative Association for Agricultural Processing (DCAAP), announced today the launch of its second emergency employment project for Hebron Governorate. With funding from the European Commission Humanitarian Aid department (ECHO), temporary job opportunities rehabilitating agricultural roads and in food production will be available for more than 550 unemployed men and women.

    Ramallah, 15 April 2010: Palestine Development and Investment Ltd. (PADICO Holding) held a training session for the financial press in Ramallah about reading and understand financial statements and economic data.  The training session was convened by expert financial advisor Mr. Adnan Abu Hummus, and was attended by a number of economic reporters representing various local media.

     

    This training is part of a series of training sessions organized by the PADICO Holding Company for the Palestinian press, out of PADICO’s awareness of the important role played by broadcasters in the development of the national economy and a desire to facilitate their work in covering economic issues.

    PCBS- Labour Force Survey 2009

    Unemployment rate registered the highest in Qalqilia governorate among the West Bank Governorates, while Khan Younis Governorate registered the highest among Gaza Strip governorates

     

    The results indicated that the labour force participation rate was 41.6% in 2009 compared with 41.3% in 2008. The males participation rate was 67.0% in 2009 compared with 66.8% in 2008, and for females it was 15.5% in 2009 compared with 15.2% in 2008.

     

    The results revealed that unemployment rate in the Palestinian Territory 2009 was 24.5%, distributed as 24.1% for males and 26.4% for females. 

    Unemployment rate in the West Bank reached 17.8%; with 17.6% for males and 18.8% for females, whereas in Gaza Strip unemployment rate reached 38.6%; with 37.3% for males and 45.8% for females.

    European Union helps Palestinian Authority maintain basic services through regular payment of salaries and pensions

    Jerusalem - April 06, 2010- Today, the European Union (EU) made its fourth contribution this year to the Palestinian Authority's payment of its civil servants and pensioners, in the Gaza Strip and the West Bank. The contribution of NIS 104,021,753 (€21 million) was delivered through the EU's PEGASE[1] mechanism and benefited 80,585 civil servants and pensioners.

    "The PA needs a predictable, steady flow of aid that helps it fulfil its obligations towards Palestinian citizens," said Mr. Christian Berger, the European Union Representative in Jerusalem. "Ahead of the Ad-Hoc Liaison Committee meeting of major donors on 13 April, the EU encourages all donors to provide predictable and solid commitments in support to the budget of the PA, to enable the Palestinian administration to fully function and maintain basic services. The European mechanism, PEGASE, has proven its reliability and effectiveness to provide support to the budget of the PA, even under difficult situations."

    The EU is very much aware of the financial difficulties that the Palestinian Authority faces at this start of the year, and has already delivered more than half of its planned assistance in the first quarter of 2010. With the exception of the EU and European countries, donor support in the first quarter of the year has been very low compared to the PA's needs (US$300 million).

    The €21 million contribution comes from an allocation of €158.5 million, which was pledged by the EU to support the recurrent costs of the Palestinian Authority in 2010.

    Greece helps Palestinian Authority cover arrears to private sector for vehicles

     

    Jerusalem - March 31, 2010- The Government of Greece is contributing €150,000 to help the Palestinian Authority (PA) settle bills due to the private sector in the field of security and rule of law. Through this assistance, Greece is providing critical support to the private sector and to the PA, in a bid to help sustain the economy and ease the ongoing difficult fiscal situation faced by the PA.

     

    The contribution, channelled through the European mechanism for support to the Palestinians, PEGASE[1], covers arrears relating to the purchase of vehicles for the use of the Palestinian Civil police.

    500 Ex-detainee Children and 291 Parents Benefit from Intervention provided through “Post-trauma Rehabilitation of Palestinian Ex-detainee Children” Programme

    Jerusalem, 29March 2010 – since its launch almost one year ago, the “Post-trauma Rehabilitation of Palestinian Ex-detainee Children” Programme has offered its intervention services to almost 500 ex-detainee children under the age of 18, and 291 parents.

     

    Save the Children Sweden with funding from the European Commission’s Humanitarian Aid department (ECHO) and in partnership with YMCA have held an event at the premises of the Palestinian Red Crescent Society in Ramallah marking the completion of phase I of the “Post-trauma Rehabilitation of Palestinian Ex-detainee Children” program. The program was launched almost one year ago in eleven districts of the West Bank; the second phase is due to commence in early April 2010.

     

    “It’s been quite a full year for the Post-trauma Rehabilitation Programme!” said Mr. Eyad Al-Araj, Country Director of Save the Children Sweden. “We at Save the Children believe in a world that is free of violence against children, where children have hope and opportunity, and we are working to achieve this vision for Palestinian child ex-detainees through this program”.

     

    Herve Caiveau, head of ECHO office in Jerusalem said:” The project aims at rehabilitating and re-integrating young child ex-detainees into their families and their society through individual and group counselling as well as career guidance. Additionally, project activities are directed towards mitigating stigmatisation and marginalisation of this target group” .

     

    The Post-trauma Rehabilitation Programme provides individual and group counselling sessions to ex-detainee children and their families. Beneficiaries of the programme also obtain vocational and academic guiding sessions, and are engaged in structured ventilation activities, where they get to interact with each other and release some of the stress and anxiety caused by their detention experience in a stimulating and safe environment.  

     

    The event also featured the launch of a short documentary entitled “Coming Home”, produced as part of the program to shed light on the challenges facing Palestinian ex-detainee children after their release from prison and to introduce the intervention tools available through the Post-trauma Rehabilitation Program. The event was preceded by a photo exhibition encompassing a selection of 25 photos captured by ex-detainee children and young adults. The photos reflect the impressions, feelings, and thoughts of the ex-detainees in relation to their post-release reality.

     

     

    Over 51,800 poor Palestinian families receive a new payment of social allowances through PEGASE
    On Saturday 27 March, the Palestinian Authority and the European Union are launching the payment of social allowances to over 51,800 poor and vulnerable Palestinian families in the West Bank and the Gaza Strip. These allowances, paid every three months, are targeted towards families in need. The programme's partner banks, Bank of Palestine and Cairo Amman Bank, will exceptionally open on Saturday 27 March to allow beneficiaries to collect their allowances. Funds for the payment have been provided by the European Union and the Government of Austria, for a total amount of just under €10.14 million.

    The assistance takes the form of an allowance of NIS 1,000 (around €200) per household and will reach 51,826 families in need. More than half of the beneficiary families live in the Gaza Strip.

    The Palestinian Minister for Social Affairs, H.E. Ms Majeda Al Masri, said: "This is the 9th payment of social allowances funded by the European Union, in the framework of the PEGASE programme of support to Vulnerable Palestinian families, thanks to which around 52,000 impoverished households are able to meet their basic needs and live in dignity. This assistance allows the Palestinian Authority and the Ministry of Social Affairs to fulfil its protection mandate towards a large number of Palestinian families in need - the Ministry's cash assistance programme being the biggest component of the Palestinian National Programme for Social Protection. Support to the Palestinian people, and their leaders, on their way to building the institutions of a Palestinian State, also represents an investment for a better and brighter future for the Palestinians."

    "In these times of political uncertainties, the European Union remains wholly committed to supporting the Palestinian Authority to preserve social cohesion and provide social protection to the poor and marginalised parts of Palestinian society," added Mr Christian Berger, the European Union Representative. "The European Union is funding the running cost of the PA's cash transfer programme to the poor and most vulnerable families. And at the same time it is working closely with the Ministry of Social Affairs on its ongoing reform and development programme which will help prepare the Palestinian Authority for statehood - in line with the plan proposed in August 2009 by Prime Minister Salam Fayyad."

    All beneficiaries of the programme are identified in cooperation with the Ministries of Finance and Social Affairs. Payments are made over-the-counter at 47 branches of Bank of Palestine and Cairo Amman Bank. Beneficiaries may collect their allowances until Thursday 22 April 2010 at a designated bank branch.

    The European Union is contributing just under €10.14 million, including a contribution of €0.5 million from the Government of Austria, through the European Union's PEGASE mechanism, to the Palestinian Authority for this payment of social allowances. This is the ninth payment of social allowances under the European Union's PEGASE mechanism, bringing the total amount contributed so far to around €84.52 million.

    PEGASE is the main financing mechanism of the European Union, which is the largest donor to the Palestinian people. PEGASE programmes are designed to meet priorities identified by the Palestinian Authority in the Palestinian Reform and Development Plan.

    • 39.0% of individuals aged 10 and over do not read books in 2009.
    • 32.3% of individuals aged 10 and over use the internet in 2009.
    • 6.1% of the Palestinian households do not monitor the type of programs their children (5-17 years) watch on television in 2009.
    WFP LAUNCHES FOOD SECURITY ATLAS OF OCCUPIED PALESTINIAN TERRITORY

    RAMALLAH - The United Nations World Food Programme has released a socio-economic and food security atlas of the occupied Palestinian territory (oPt) which maps out Palestinians’ access to food and nutrition.

    Palestinian National Authority Minister of Agriculture H.E. Dr. Ismail Daiq launched the Atlas during a ceremony that gathered representatives from the international donor community, relevant Palestinian National Authority ministries, UN partners and local universities.

    The Socio-economic and Food Security Atlas is the first of its kind to be produced in the occupied Palestinian territory. It provides an extensive map-based spatial analysis of numerous sectors in the occupied Palestinian territory including data on food security, socio-economic indicators, demography, health and nutrition, agriculture, environment, water, and education.

    “As well as delivering food to the hungry, WFP develops state-of-the-art mapping tools like this Atlas to show exactly where the needs are,” said Christine van Nieuwenhuyse, WFP Country Director in the oPt. “We use them as part of our Vulnerability Analysis and Mapping (VAM) operations to make sure that we reach the neediest people.”

    The collection of maps gives better access to information on the geographical distribution of the food security and the nutritional situation among the people and regions of the West Bank and the Gaza Strip. This helps the Palestinian National Authority and humanitarian workers improve the delivery of assistance to those who need it most and highlights the areas that are most at risk in order to refine the targeting of humanitarian assistance.

    The Atlas is part of the already existing Food Security Monitoring System developed by WFP, Food and Agriculture Organization (FAO) and the Palestinian Central Bureau of Statistcs (PCBS). It is the result of joint efforts between WFP, the Applied Research Institute of Jerusalem (ARIJ) and other groups in the West Bank and the Gaza Strip.

    The Atlas will be handed over to relevant Ministries of the Palestinian National Authority and will help develop the strategic food security decisions for the national social protection policy and strategy.
    On the Occasion of the eighth of March, The International Woman Day


    Ms. Ola Awad, the Acting President of the Palestinian Central Bureau of Statistics (PCBS), presented statistical figures about the conditions of Palestinian women through a press release on the occasion of the eighth of March – The International Woman Day. The dissemination of these most recent statistics aims to re-emphasize the importance of this day for Palestinian women in particular and women all over the world in general. Palestinian women constitute about half of the Palestinian society with a sex ratio of 103.1 males for 100 females according to population projections at end of 2009.

    Ms. Ola Awad reaffirmed the important role of the Palestinian woman in society as mother, wife, sister, daughter, worker, and struggler; in addition to her vital contribution in social, economic and political fields. The eighth of March comes this year while the Palestinian woman still suffers from the conditions on the ground that touch the lives of all Palestinians.
    EU contributes around €23 million for Palestinians salaries and pensions
    March 02, 2010- the European Union (EU) made its third contribution this year to the Palestinian Authority's payment of its civil servants salaries and pensions, both in the Gaza Strip and the West Bank. The contribution of NIS 116.8 million (€22.85 million) was delivered through the EU's PEGASE[1] mechanism and benefited 80,608 civil servants and pensioners. The Government of Finland contributed €2 million to this payment.

    "The EU contribution aims to support the Palestinian Authority's efforts to maintain regular salary payments to its employees and ensure the basic delivery of public services to the Palestinian citizens in the West Bank and Gaza " said Mr. Christian Berger, the European Union Representative in Jerusalem

    If 2009 is remembered for recession, then 2010 must be marked by resounding recovery.

    Less than 12 months ago the world’s political leaders, met in London to rescue the global economy from a meltdown of the financial system. It is a measure of our success that Britain is now preparing for another high-level gathering: this time to discuss investment and growth with the world’s business leaders.

    This is not to say that the shift from recession to recovery is assured. The immediate crisis may have passed but the need for global leadership and economic co-operation is as pressing now as it was a year ago.

    Securing the fragile recovery must be based on the resumption of private consumption and investment, while guarding against the risks of disorderly and premature withdrawal of stimulus measures. A more balanced pattern of demand must be fostered and new drivers of global growth found. Without it, the prospect of a lost decade of low growth and high unemployment looms.
    We must never forget Gaza

    Despite a slight improvement in the general humanitarian situation, the Gaza Strip remains a disaster area. In fact, in terms of the sheer destruction of homes and infrastructure, the coastal enclave can be compared to quake-stricken Haiti, with the main difference lying in the fact that while the Caribbean island’s calamity was a natural disaster, the Gaza disaster was inflicted by the criminal Israeli regime.
    Today, Israel continues to prevent a large number of consumer products from entering Gaza. This policy, often justified by security considerations, has actually nothing to do with security. It is a deliberate measure aimed at further tormenting the inhabitants of Gaza by showing them that Israel has the final say and that they would have to submit themselves to the Zionist will. This is how the Nazis behaved toward the inhabitants of the Ghetto Warsaw, forcing them to smuggle food and other consumer products into the camp.
    What is more scandalous is that the Zionist regime is adamantly preventing the entry into Gaza of building materials needed for the reconstruction of the estimated 40,000 homes destroyed, either completely or partly during last year’s Nazi-like onslaught against the impoverished territory.

    This report is based on the labour force quarterly survey. Data was collected during 04/10/2009 to 31/12/2009, representing the 4th quarter of 2009. The data of this round was compared with the data of the 3rd quarter of 2009 and the 4th quarter of 2008.

    The survey sample of this round is based on the 2007 census sampling frame, 7,694 households were selected to represent the Palestinian society of which 6,849 households completed the questionnaires (4,578 in the West Bank and 2,271 in Gaza Strip).

    PCBS released a Statistical Report on Building Licenses for the Fourth Quarter 2009 which indicates that the total number of building licenses issued in the West Bank was 1,482. They were distributed as follows: 839 licenses for new buildings, 305 licenses for additions to licensed buildings, 62 licenses for additions and existing parts, 262 licenses for existing buildings and 14 licenses for existing extensions. The results show that the total area licensed was 593.7 thousand (m2), distributed as 500.5 thousand (m2) for new areas and 93.2 thousand (m2) for existing areas. The total number of licensed dwellings was 2,091 units: 1,668 were new dwelling units and 423 were existing dwelling units, while the number of licensed boundary walls was 62
    PA trade union head details Israeli-Palestinian permit fraud

    Feb 16, 2010- Nablus – Ma'an – Thousands of Palestinians hoping to gain work and higher wages in Israel were duped over the last three years by a gang of Israelis and Palestinians selling forged permits, secretary general of the Palestinian Trade Union Shahir Sa’d said Tuesday.

    The scam was routed Sunday when Israeli police detained dozens of gang members. The undercover investigation was carried out over a number of months under Commander Dorit Ben-Meir, the Israeli news site Ynet reported at the time. According to the report, 23 Israelis and 11 Palestinians were involved in the scam.

    The head of the operation was identified as a high-profile Israeli security officer working in the Civil Administration offices, Linda Salem, while her second in command was an Israeli working in the Ministry of the Interior, Mariah Hashash, Sa'd said.

    European Union provides €158.5 million to the Palestinian Authority to support its recurrent expenditures in 2010

    The Palestinian Prime Minister Dr. Salam Fayyad, and the European Union Representative, Mr. Christian Berger, today signed a €158.5 million financing Agreement, including a €0.5 million contribution from Austria, in support to the Palestinian Authority's recurrent expenditures for 2010. These funds will be channelled to the Palestinian Authority's payments of salaries and pensions and its social protection programme through PEGASE, the European mechanism for support to the Palestinians.

    The European Union's financial support to the Palestinian Authority is designed both to help sustain the public services that the PA provides to the Palestinian people and to strengthen the institutions of the future Palestinian state. This first package of financing will enable the Palestinian Authority to sustain its operations by contributing to the payment of civil servants' salaries and pensions, both in Gaza and the West Bank. It will provide support to the most vulnerable Palestinians through regular contributions to social allowances paid to vulnerable families through the Ministry of Social Affairs' social protection programme. Most of the funds will be disbursed in the first half of the year.
    This financing, which helps assure basic public services for Palestinian population, complements a package of €66 million of support for the UNRWA General Fund, to ensure the delivery of public services to Palestine refugees.
    Next week the European Union and the Palestinian Authority will launch formal discussions on the details of the second financing package of €71 million which will invest in strengthening the institutions of the future Palestinian state in line with the Palestinian Prime Minister's plan "Palestine: Moving Forward" announced last week and the two year state building plan announced in August 2009.
    Dr. Fayyad said during the signing ceremony, "This agreement comes at a time where the Palestinian people are in need of all kind of continuous support in order to be able to build the state institutions and develop its sectors. Such agreements also help the Palestinian people to face the obstacles they live with and provide the possibilities to continue in the development process.” Dr Fayyad also thanked the European Union for its continuous support to the Palestinian people and its national authority toward ending the occupation and building the future Palestinian State.

    The European Union Representative, Christian Berger commented "As in previous years, the European Union is providing generous support to the Palestinian Authority to strengthen its institutions and sustain the services provided to the Palestinian people. Our investments are designed to contribute to the goal - shared by the EU and the PA – of creating a Palestinian state which will exist side by side in peace with Israel. But the sustainable impact of these investments will be only guaranteed if there is progress toward that goal."

    The EU is the largest single donor to the Palestinian people. Since 2007 it has provided total assistance to the Palestinian people, including civil society organizations and refugees, averaging more than €500 million annually. European funds support major reform and development programmes in key ministries, to help prepare the Palestinian Authority for statehood in line with the plan proposed in August 2009 by Prime Minister Salam Fayyad.

    A cross-party delegation from the European Parliament was due to continue its programme with a visit to Gaza today, a visit which had been approved by the Israeli authorities.

    Israel had yesterday afternoon granted final permission for all members of our delegation to travel. However, some three hours later entry for all members of the delegation was rescinded ’on security grounds’, without further explanation.

    We insist on a full explanation of the security risks claimed by Israel.

    We received the news of the cancellation with bewilderment and dismay. It is extremely curious that the cancellation came within a few hours of the announcement of the EU Council statement re-affirming Europe’s strong position in favour of an independent Palestinian state based on 1967 borders and an end to settlements in the West Bank, including East Jerusalem.

    The inconvenience caused to our delegation is minor compared to the constant tension and harassment to which Palestinians live with in the occupied territories including house demolitions and evictions in East Jerusalem, and the appalling conditions under which the people are living in Gaza as reported to us by ECHO, the European Commission Humanitarian Aid office.

    Our mission in the Gaza Strip was three-fold. Firstly, to check on the humanitarian conditions under which the people of Gaza are living in view of the continued restrictions being implemented by Israel. We were due to have a meeting there with Mr John Ging of UNWRA. Secondly, to urge the PLC members we were due to meet that reconciliation with their colleague elected members in the West Bank was essential to make progress on the establishment of a viable Palestinian state based on the 1967 borders. Thirdly, to check on the effectiveness of EU expenditure in the area. This mission was clearly as much in the interests of Israeli security as it was in the interests of the Palestinian people.

    Being denied access to Gaza does not improve the relationship between this Israeli government and the European Parliament. By denying elected members of the European Parliament the opportunity to meet our democratically-elected counterparts of the PLC is an unacceptable interference in the democratic process, and is contrary to international law.

    We have already been in touch with the President of the European Parliament on this matter, and will be raising these matters in the European Parliament, with the European Council, and the High Representative for Foreign Affairs. We do not intend to let this matter rest. Peace in the Middle East cannot be won by starving, or destroying the will, of 1.5m people in the Gaza strip, 50% of whom are young people. All it does is harden support for extremism.

    Palestinian Territory, 2008

    Dec 2009- The Palestinian Central Bureau of Statistics released a statistical report on Energy in the Palestinian Territory for the year 2008; the report covers energy imports, energy use in different sectors and energy prices.

    The total energy imports in the Palestinian Territory in 2008 reached to 43,088 TJ. This amount of energy was composed of 3,864,810 MWh of electricity, 133.2 million liters of gasoline, 511.7 million liters of diesel, 3.8 million liters of kerosene, 121,708 tons of liquid petroleum gas and 7,948 tons of charcoal and wood.

    Total electrical energy purchases in the Palestinian Territory in 2008 reached 4,275,121 MWh; 2,799,990 MWh in the West Bank (2,735,650 MWh from Israel and 64,340 MWh from Jordan) and 1,475,132 MWh in Gaza Strip (930,450 MWh imported from Israel and 410,312 MWh produced by the Palestinian Electric Company and 134,370 MWh from Egypt).


    Data indicate that the total energy purchases in economic activities in the Palestinian Territory in 2008 reached to 5,299 TJ (4,734 TJ in the West Bank and 565 TJ in Gaza Strip).


    The average annual price (to the consumer) for different types of energy in the Palestinian Territory were distributed as follows: gasoline 6.21 NIS liter, diesel 5.93 NIS/ liter, kerosene 6.29 NIS liter, LPG 5.58 NIS/ Kg, charcoal 5.81 NIS/ Kg and 14.35 NIS/ Kg for oils and lubricants.

    Half of the Palestinian society are children below the age of 18 years

    The Palestinian Central Bureau of Statistics issued a press release on the occasion of the International Day of the Child that is celebrated by the international community on November 20 of each year.

    The estimated number of children (under the age of 18 years) in the Palestinian Territory in mid 2009 totaled 1.9 million; this represents about 49.4% of the total population, distributed 47.3% in the West Bank and 52.5% in the Gaza Strip.


    The age structure of the Palestinian society in general and of children in particular indicates that the Palestinian society is young. Children aged less than five years constitute 14.8% of the total population living in the Palestinian Territory, children aged (5-9 years) constitute 13.9%, children aged (10-14 years) constitute 13.3%, while children aged (15-17 years) constitute about 7.4%.

    Current Account:
    The surplus value of the Current Account amounted to US$ 347.2 million (7.5% of the GDP), compared with the deficit in year 2007 which amounted to US$ 440.5 million and was caused mainly by the surplus in current transfers which amounted to US$ 3,417.7 million. Trade Balance of goods was announced as US$ 3,646.7 million (79.3% of the GDP), this deficit increased by 16.9% compared with the year 2007.

    The deficit in Services Balance amounted to US$ 337.0 million increased by 22.4% compared with the year 2007.
    The surplus in Income Balance (compensations of employees and investments income) increased by 22.1% compared with the year 2007. This surplus amounted to US$ 913.2 million. This surplus was caused mainly by the surplus in Compensations of Employees working in Israel which was announced as US$ 649.1 million, an increase of 31.7% in year 2008 when compared with the year 2007, in spite of the decrease in the compensations of Gaza Strip employees, meanwhile investments income was amounted to US$ 174.1 million.     According to ASYCUDA the import of goods through Allenby Bridge has registered (roughly) the following data:
    a. 2007 – 2375 transaction for the cost of $109,587,341.
    b. 2008 – 2916 transaction for the cost of $ 181,832,921.
    c. 2009 – 2458 transaction for the cost of $81,476,598.
    With an average truckload of 1045 per month in 2008 and 2009.

    All major border crossings including Allenby have a monthly average of truckload around 12,600, which I believe is not enough to satisfy the demand of the Palestinian Market.

    Energy security: boost use of solar energy in the southern Mediterranean and Gulf through energy partnerships with EU


    As we approach Copenhagen we need to focus not only on targets for reductions of emissions… but how these reductions can be made feasible. Alongside greater energy efficiency, a greater use of renewable sources of energy will be essential to any meaningful implementation of an international climate deal.

    Renewable energy is not a miracle solution to the challenges of combating climate change and reinforcing our energy security. It is unlikely to replace traditional hydrocarbon resources. It is, however, an essential precondition for slowing the depletion of these traditional fossil fuels.

    The recent Turkish decision to exclude Israel from an aerial military exercise over Turkish territory is another indication that Turkey will not allow itself to be blackmailed by criminal international Zionism.
    Following the decision, Zionist officials and media sought to mitigate its impact on the increasingly troubled relations with Turkey by claiming that it had little to do with the genocidal blitz which the Israeli army carried out in winter against the Gaza Strip.
    However, Recep Tayyip Erdogan, the Prime Minister of Turkey, and other Turkish officials have made it amply clear that the cancellation of the military drill is consistent with the feelings of the vast bulk of the Turkish masses vis-à-vis the Nazi-like atrocities in the Gaza Strip.
    This week, Erdogan once again invoked the mass killings by the Israeli army of hundreds of Palestinian children, using white phosphorus shells and other weapons of death.

    The Palestinian Central Bureau of Statistics release a special environmental report about the environment of the economic establishments in the Palestinian Territory. This report depends on the Environmental Economic Survey which implemented during the period 22/03/2009 to 28/05/2009. The survey aimed at covering the whole economic sectors. It provided data on the main indicators of environment in the economic establishments, including water, management of solid waste and wastewater.

    Survey results showed that the average quantity of water consumed by economic establishments in the Palestinian Territory in 2009 was 3,071 thousand cubic meters per month. Geographically, the average quantity of water consumed by the economic establishments in the West Bank was 1,664 thousand cubic meters per month, and 1,407 thousand cubic meters per month in Gaza Strip.

    Today is the sixth day since the occupation forces confiscated all the equipments of Radio Bethlehem 2000, forcing the station of air. This is an attempt to salience the truth.

    Our protest today is a clear indication to unity among journalists to counter all occupation schemes to obstruct our work that was mixed with this land that was watered with the martyrs blood. We reiterate that we will continue to work hard to deliver our message.

    Since the first moments of this cowered move by the occupation forces and based on what the soldiers told the sound technician that was there during the raid, they told him that we should go to Atzion settlement for our equipments, when we went there they told us they know nothing and they handed use over to Beit Eil military camp were we got the same answer. They refused to meet us in person they only talked to us over the phone and told us we have to get license from the Israeli government.

    Our answer was clear, that we only answer to the Palestinian Authority, they replayed “let’s see what can the PA do for you”. They also warned that if we resume our broadcast they well soon confiscate our equipments or bomb us.

    Radio Bethlehem 2000 has all needed licenses from the Palestinian information Ministry in addition to the telecom and technology Ministry since 13 years. The radio always preformed with high quality and independence. Radio 2000 has never received any complaints from anybody about our work.

    We reiterate that shutting down Radio Bethlehem 2000 and confiscating our equipments that was used to serve the Palestinian people and their cause is a shameful mark for all who call for democracy and freedom.

    At the end, the family of Radio Bethlehem 2000 have nothing but to thank all those who been there for us since the start. We also thank everyone that came to this protest and showed solidarity, this is a clear evidence that journalists stand unite as one.

Others smuggle prohibited merchandise, such as weapons and illegal narcotics .The most dangerous of all is selling outdated foods and medicines, which people need everyday. This kind of smuggling is a destruction to the economy; it is premeditated murder and systematic crime.
    We say to the Palestinian government: You have made many promises to bring to justice the people involved in such illegal activities, including selling out-of-date medicines responsible; however, imposing a gag order on some details of the cases such as the names of the people involved in these illegal acts, means giving them a leeway to continue in their work.
    “Some outdated merchandise were found at a factory in Hebron; however, the factory is still running. The people of Hebron, the innocent victims, are those who pay the price.”
    “In Nablus, worms were found in some dates. The dates; however, are re-manufactured, packaged and sold to people. The company involved in this case is still working freely. The government has not imposed any restrictions on it. The case has been dealt with the way worm-infested date had been dealt with!”

    Over the past few weeks, the price of gold has been bouncing between $900 and $950 an ounce. And, following a brief visit to the higher end of that range, gold could once again slip below the $900 level. Here's why. . .
    The demand for physical gold from the jewelry, industrial, and dental sectors has significantly fallen.
    Official figures from GFMS, the world's top authority on gold supply and demand, showed a 24% drop in gold demand from the jewelry sector during the first quarter, compared to the same period of last year. GFMS data also showed a 31% drop in gold demand from the industrial and dental sector for the same period, compared to the previous year. Gold demand from the jewelry, industrial, and dental sectors will likely remain weak in the short-term, considering the relatively high price of gold, a weak global economy, high volatility in the market, and the seasonal lull, which is typically experienced in the summer months.
    Meanwhile, there is a fairly large long position on the Comex gold futures market, which may be significantly reduced in size over the next few weeks, as speculators continue to move back into equities. U.S. stocks rallied this period , sending the Dow Jones, NASDAQ, and S&P 500 to their highest levels of the year.
    So for now, we'll probably see gold move lower in the short-term. However, it's important not to lose sight of the big picture, which continues to be very bullish for gold.

    The conference was attended by the Minister of Labor Dr. Ahmed Majdalani, the Minister of Justice Dr. Ali Khashan, the Ex-Ministers Mr. Mazen Sinnokrot, and Mr. Kamal Hassouneh, high level representatives from civil society organizations, private sector, and educational institutes, in addition to national and international experts on socio-economic development.

    Dr. Salam Fayyad emphasized the importance of the Palestinian's Authority role in empowering and expanding the entrepreneurship, as a tool to fight poverty and unemployment in Palestine . His Excellency demanded the financial sectors and funding organizations to continue developing their financial programs for university graduates so that they can transform their ideas and initiatives into successful and profitable projects. The Prime Minister pointed out the importance of this conference which he described as an important economical event, and one of the first initiatives in this field and he thanked YEP for launching it with key representatives from the private and public sector.

    Dr. Fayyad talked about the civil society participation alongside the Palestinian Authority's role in different aspects whether on the economic, political, or social level. Mr. Fayyad added: "with no doubts an association like the Young Entrepreneurs of Palestine participated in increasing the professionalism and awareness level among young Palestinian entrepreneurs, in terms of starting up their own industrial and economical projects, as well as agricultural and technological ones".

    State-of-the-art web-based system to facilitate trade and inform policy decisions

    A state of the art web-based system, ASYCUDA WORLD, was officially launched by Palestinian Customs today, August 10th 2009, after years of relentless efforts. A special ceremony was held to mark this event at Best Eastern Hotel in Ramallah under the patronage of Dr. Salam Fayyad, Palestinian Authority Prime Minster and Minister of Finance, with the participation of Mr. Christian Berger, the Representative of the European Commission (EC), and the representatives of the United Nations Conference on Trade and Development (UNCTAD), the main partners for the Palestinian customs modernization programme.

    Out of the 90 countries that use the ASYCUDA system – known locally as TAWASOL - to manage their customs, the Palestinian Customs service is one of the first 10 national customs authorities to adopt the latest version, ASYCUDA WORLD.

    This is the final phase of upgrading the Palestinian Custom's computerized system, within the context of a broad programme for modernizing Palestinian Customs. The use of the upgraded TAWASOL system will help simplify Customs procedures, to the benefit of Palestinian importers and exporters, as well as informing the policy-making process. The modernization programme, which began in 2000, is implemented by UNCTAD, and funded by the European Union since 2003, as part of the strategic vision for building the institutions of Palestinian sovereignty.

    The Secretary General of the Council of Ministers Dr. Abu Libdeh stated “ the conferences never intends to alleviate unemployment or absolute poverty in Palestine".
    “We eat and drink from Israeli goods and the Israeli products invade our markets”

    Barghouthi “we are interested in creating new markets and outlets of the Palestinian market otherwise the development of our products and companies will be weak”.

    Dr. Nasr allah “we held high hopes for this conferences, but the results were not up to the expectations”.
    Dr. Abu Bakr “all the local and international reports in the last years indicate that the main obstacle of the economic development in Palestine is the occupation”. The beneficiaries of these conferences are a specific group of the economists and businessmen”

    Palestinian public opinion is divided on the economic conferences between those who agree and are optimistic to the point of delirium, and those who disagree to the point of skepticism and indictment, leaving few to endorse or reject carefully. According to an investigation done by al- Safeer al- Iqtisadi that includes a number of local economists, Palestinian businessmen and a number of ordinary citizens. 20% of these surveyed believed that the convening of this conference stems from the fact that an urgent need to address the country’s economic problems while the 80% believe that these conferences are just formalities. Concerning the recommendations, 20% of them said that these recommendations are not implemented, arguing that the most important of several reasons is the occupation. 40% of them said that they have no idea whether these recommendations are implemented or not, and the rest of them believe these recommendations are not implemented.

    As for the obstacles that stand in the way of achieving the economic success of the conference, 5o% said that these obstacles are represented in the occupation while 10% said that they are represented in the lack of human resources. Other 10% believed that the obstacles are that there is no support from those eligible bodies while the rest said that the obstacles are a mix of what has been stated above. Each one has negative impact on the performance and outcomes of the conference.

    On the implications of the economic conferences held on the ground, 80% said that they do not feel any kind of change. The reasons are at the center of substantive follow-up as the President of Nablus businessmen Forum Dr. Ali Barham mentioned that the Follow- up committee of Forum North Conference met only once and never resumed its meeting again.

    If we follow what was said at these economic conferences by the specialists, there will be several descriptions. Some of them consider these conferences as consolidation, saying that this conference empowers the Palestinian economy and helps it to separate from the Israeli counterpart, which will give the Palestinian economy a strong push forward. The others who decided to call this conference an “economic events” for “elitists groups who do not address the poor” or as “an opportunity for photo ops”, “the new fashion of funding”, and other different descriptions that reduce its importance and role in reviving the weak Palestinian economy.
    Hence, we started searching which one of these parties is right and which one is wrong. Accordingly, we met some experts to shed light on the economic conference which is the new guest or intruder to our Palestinian society and market.

    The Palestinian Standards and Measurements

    The standards are defined as official documents that are put forth by a standards committee in order to decide the technical rules and properties for the product, whether it is a process, a system, a service or a final product. The standards are edited by specialized technical committees, which represent industrial, commercial, governmental, censorship, research, academic and consumer sectors. The standards are there to guarantee health, environment, economic and consumer protection, and to enforce economy and development plans. In addition, the standards qualify and improve the industry.
    Standards and measurements play an important role in the economy, and especially in industry and commerce. Their importance increases as globalization and free commerce interact and many markets become one common market in which the participant countries follow commerce agreements put forth by the World Trade Organization (WTO). These agreements oblige them to remove all unreasonable obstacles that face trade and to deal with exported products with the same privilege as national ones.

    A strategy to introduce customs data directly through the computerized Palestinian customs system- TAWASOL – ASYCUDA World
    The ASYCUDA is an international organization specializing in the management of foreign trade, especially imports, exports, and border crossings. More than 95 countries all over the world use this system—over 90% of the world works on the "ASYCUDA + +" system, including Palestine. Currently there are 10 countries in the world using the new system ASYCUDA, or a new version called the "ASYCUDA Watch.”
    This system is simple to use, flexible, and can be be modified for local use. We modified the global ASYCUDA system according to the Palestinian needs, since, as we know, Palestine is a special case due to the lack of border crossings. The ASYCUDA system in Palestine is an Israeli alternative to the systems governing Palestinian trade, and we succeeded in negotiating with them to gain a lot of power, including power over geographic affairs. For example, car customs are currently checked on the Palestinian side, excluding security screenings, which are mainly done in Israeli ports.
